A useful plan begins with what people need to communicate, where they will be, how long the activity lasts and what could reasonably fail. UKRCS can then consider whether radio, satellite, local networking, incident IT, resilient power or operator support may be appropriate.

- Date, duration, location and expected attendance
- Existing communications arrangements
- Coverage, connectivity or coordination concerns
- Partner organisations and points of contact
- Any exercise objectives or accessibility requirements
